Parish Development Model (PDM)
The Parish Development Model (PDM) is one of the Government of Uganda's flagship programmes aimed at transforming subsistence households into active participants in the money economy. In Bukedea District, the programme is implemented through a coordinated, multi-sectoral approach that places the parish at the centre of planning, budgeting, service delivery, and socio-economic transformation. The model seeks to improve household incomes, increase agricultural productivity, strengthen financial inclusion, and expand access to essential public services.
Bukedea District Local Government is committed to ensuring that every eligible household benefits from the opportunities created under the Parish Development Model through transparent implementation, community participation, and accountable leadership. The district continues to strengthen the capacity of Parish Chiefs, Community Development Officers, Agricultural Extension Workers, and Parish Development Committees to deliver services effectively at the grassroots.

Objectives of the Parish Development Model
The Parish Development Model aims to:

This pillar supports farmers to increase productivity, improve post-harvest handling, add value to agricultural products, and access profitable markets.
